PAKISTAN BACK TO BEGGING under ‘DEMOCRACY’!

October 30, 2009

Recent reports in the western media indicate that Pakistan needs as much as $10 billion to avoid an economic meltdown.

and:

Pakistan’s foreign currency reserves are falling fast and if forward liabilities are included, the real reserves may go down to $3 billion. This cannot meet the import bill of one whole month.
Out of total reserves of $8.467 billion, the reserves held by the commercial banks stood at $3.461 billion on September 23. From September 22, the reserves fell by around $180 million, as there were no receipts while the government made heavy payments for oil and other imports.
This week, Moody’s Investors Service lowered Pakistan’s credit outlook to negative due to the risk of “missed repayments” on the nation’s debt.
Pakistan’s gradual economic decline, which started last year, alarmed the United States and Britain as they feared that financial chaos could allow terrorists to deepen their roots in the country.
To avoid such an eventuality, they decided to launch a new group of donors.

Read more about our dismal state here:

  • It is interesting to note that former President Musharraf inherited a far more fledgling Pakistan in 1999, a Pakistan which was on the verge of being declared a terrorist, bankrupt and a failed state. Musharraf inherited a Pakistan which had less than a billion dollars as foreign reserves, with an economy the mere size of $75 billion, and with 65% of our GDP used for debt servicing. Although currently our economy is fast deteriorating due to the incompetency of the new regime (who looted Pakistan in the past), the situation in 1999 was FAR WORSE than what it is now.
And despite not receiving the above level of support and commitment from the international community, Musharraf and his team were still able to deliver, with Pakistan’s situation improving prior to September 11, 2001. For example:
Pakistan’s foreign reserves had risen up to $3.2 billion by September 10 2001. To quote Dr. Ishrat Husain:

“In 1999, the ratio of foreign reserves held by India was 40 times that of Pakistan. By June 2002 this ratio has declined to 8 times while the size of Indian economy is about 6 to 7 times that of Pakistan.

Dr. Ishrat Husain goes on to say:

“It may be relevant to point out that the biggest quantum jump in our reserves had taken place between July 2000 and June 2001 i.e. well before September 2001. During this one year period the reserves increased by 138 percent to $ 3.1 billion. The rate of increase during July 2001 and June 2002 was 105 percent.”

Consider the improvement of a variety of indicators prior to September 11 2001. We read:

“While acknowledging the salutary impact of the external account improvement, however, it is worth stressing that the trend improvement was visible well before the seminal September 11 events. Interest rates were already on the way down; foreign currency reserves were edging up; the exchange rate was relatively stable; the inflation downtrend was well defined, and the government’s continuing fiscal discipline and commitment to reforms had already set the stage for the IMF PRGF, and the subsequent re-profiling of external debt. Nonetheless, the pre-existing positive trends did gain invaluable momentum in FY02, post-September 11. However, despite these major positives, the economy was not unscathed in FY02.”

    Finally, to cite Afreen Baig:

“… let it be clarified that major economic indicators had improved before 9/11, and the economy had already started showing signs of recovery and revival.
In that SHORT span of 2 years BEFORE 9/11, Pakistan’s revenue increased from Rs.308 billion to become Rs.395 billion. Exports increased from $7.5 billion to become $9.2 billion. Foreign Reserves increased from $ 1 billion to become $3.25 billion. Debt servicing as a ratio to Revenue decreased from 65% to 57%. Public and external debt as a percentage to Foreign exchange earnings declined from 300% to 250%. Current account deficit decreased from $2.4 billion to become $510 million. And, Pakistan’s large-scale manufacturing grew by 11% in June 2001 against 3.5% in 1998. These facts should set aside the skeptical grumblers.”

It is quite true, however, that after September 11 2001, Pakistan’s economy further flourished. But this did not occur purely on the basis of aid from the international community but due to the wits of the managers of Pakistan at the time.
Consider the current situation. Despite its deterioration, the present economy is still much larger and stronger than the one we had in 1999. And yet the new regime is unable to manage it. They are reduced to the point of begging the international world for aid and donations!
This also reminds us of the sheer hypocrisy and double standard of our media. The Pakistani media played a pivotal role in spreading the lie that whatever economic improvements we witnessed under Musharraf were largely or purely due to the aid which Pakistan received from, say, the U.S. This disinformation was used as an argument against the Musharraf government. And while now we have the new regime OPENLY BEGGING THE INTERNATIONAL COMMUNITY FOR AID, the media seems not to be interested to use this as a point of criticism against the PPPP government. Why?
Members of the new regime often claim that they “inherited” a poor economy. But this is an outright lie. Why under Musharraf foreign reserves reached the $17 billion mark? How was the rupee relatively stable under Musharraf? How was the economy increasing at the rate of over 6% annually under Musharraf? How on earth did a mere $75 billion economy more than doubled in less than a decade’s time under Musharraf? Why oh why did Moody give Pakistan a higher rating under Musharraf? Thus, in fact, the new regime inherited the best economy any government in Pakistan has ever inherited. True, things were not 100% fine and dandy, but neither was the situation utterly hopeless. The problems which existed could have been properly managed. Instead, manageable problems quickly became utterly uncontrollable within months after the elections. [For the economic achievements of the Musharraf government, please see the articles here.]
Too much time was wasted on irrelevant issues at the expense of the economy. The economy also suffered immensely when Ishaq Dar, probably the worst Pakistani on the planet, made a series of irresponsible statements about the state of the Pakistan economy after becoming finance minister, as a result of which Moody’s immediately downgraded Pakistan’s ratings and investors began flying out of Pakistan at the speed of light. Ishaq Dar is the same despicable character who played a key role in destroying Pakistan’s economy in the 1990’s under the PML-N government. This time around he caused immense damage to Pakistan through his factually erroneous and irresponsible statements within days of assuming office!
Unfortunately, it appears we are fast going back in time to the 1990’s era, when the PPP and the PML-N destroyed Pakistan’s economy and spent most of their time — besides conducting criminal activities — begging other nations for aid and loans, which they then misused. While I feel sorry about the state of the Pakistan economy, a part of me also feels that the Pakistani people, at least the ones who voted for these monstrous PPPP and PML-N candidates, deserve this. It is not as if these voters knew nothing about the gory past of these parties. We all knew full well how the two parties looted Pakistan in the past and committed wide scale corruption, almost destroying the nation. I am surprised even if a moron expected these ghastly characters to have done something new or different this time around.

Operation Blue Tulsi: 15 Years in Planning, 10 Years in Preparation and Today in Execution

    by Xavia Team
Every inquiry must start somewhere. We have chosen this inquiry to start in the late eighties when two junior intelligence officers one Pakistani other Indian faced each other on opposite sides of the law. The Pakistani intelligence officer had caught the Indian agent on Pakistani soil with incriminating evidence. Indian agent knew his life had come to an end. However, everything has a price. And his freedom was worth a little less than half a million rupees. A few days later the Indian agent was sitting back at home, free as a bird. And life went on for several more years until the fateful year of 1994 when the two old “chaps” met again. This time officially. The Indian agent had climbed the ladder to an important post in the government. At this side of the border the junior Pakistani agent, against all odds had become one of the top bosses at Federal Investigation Agency. Of course, this was the infamous Rehman Malik. (See: Pakistan’s Zionist Security Advisor)
The Indian side wanted Pakistani Government’s help in reducing cross-border terrorism. But Rehman Malik offered a lot more than mere reduction in “cross-border”. He had been appointed as Additional Director FIA and yielded immense power through the country. Additionally he had become the right-hand-man of Asif Ali Zardari, stashing his looted money all over the world. He offered them direct access to the jihadists which he would capture. Somewhere along the line Israel also became a party to the deal and soon Mossad agents were carrying out investigations of the captured (ISI backed) jihadists on Pakistani soil. There were millions to be made from the deal and of course Rehman Malik was working in tandem with this immediate boss Ghulam Asghar, head of the FIA and under the auspices of Asif Ali Zardari. ISI, Pakistan Military and top brass quietly kept a close watch. Although painful but capture of a few foot soldiers was bearable in the bigger national interest.
By 1995 in a little over a year the Benazir Bhutto government had expelled 2000 Arab mujahidin of the Afghan-Soviet War and imprisoned number of Pakistani mujahidin. Secondly and more significantly, Benazir Bhutto on her official visit to US in April 1995 met in secret with an Israeli delegation. On her return she faced stiff resistance from a block of military and civilian bureaucracy which had generated great suspicions of her dealings with India and Israel. Just four months later she thwarted a coup attempt against her headed by Major General Zahirul Islam Abbasi. Director General of Military Intelligence Major General Ali Kuli Khan tipped-off General Abdul Waheed Kakar who immediately ordered Chief of General Staff Lt. General Jehangir Karamat to suppress the coup. A total of 36 army officers and 20 civilians were arrested from Islamabad and Rawalpindi.
Then in November 1995 Egyptian Embassy blast occurred. Al-Qaeda was quick to claim it. Although the real reasons of the handlers of bombers remain hidden to this day, but in the next few days a silent but significant event happened. General Abdul Waheed Kakar who was given an extension in his tenure he refused it and Lt. General Jehangir Karamat was appointed as the Army Chief by the then President Farooq Leghari on 18 December, 1995. Lt. General Jehangir Karamat was the senior most general at the time, therefore the least controversial within the military – something which the military desperately needed at the time. The other three generals who were in the position to become COAS were Lt Gen Javed Ashraf Qazi, Lt Gen Naseer Akhtar, and Lt Gen Mohammad Tariq. Lt. Gen. Ghulam Muhammad Malik had already retired in October 1995. Maj Gen Naseem Rana was heading the ISI at the time, taken his charge in October 1995. Lt Gen Shujat Ali Khan was heading the ISI’s Internal Wing.
In the backdrop of these events in Pakistan, in March 1995 Israel’s Air Force chief had visited India with an entourage that included key Mossad officials. It was at this point that in a meeting Pakistan’s nuclear program was discussed. A year later Indian nuclear and missile program head, Abdul Kalam had a “top secret” visit of Israel in June 1996. It was “top secret” because no one knew about it. As it turned out, everyone knew about it even before he left India. All the much publicized secrecy and visit of such a top level official achieved the aim and nearly nobody bothered with the entourage which included a manager from the Defence Research and Development Organisation (DRDO) – Alok Tiwari. The “top secret” meetings between Abdul Kalam and his Israeli counterparts were related to purchase of UAVs. However, in every single one of those “top secret” meetings Alok Tiwari was missing. With all the attention was focused on Abdul Kalam and his “top secret” meetings no one noticed the odd thing.
Just a few days later, after coming back to India Tiwari accompanied Air Chief Marshal S. K. Sareen to Israel in Israel in July 1996. In fact this was his third trip. He had also visited Israel in April 1996 along with India’s first Defence Attaché to Israel.

    First Wave

The effect was immediate. In late July 1996 MQM organized a province wide strike. Simultaneously a large bomb exploded at Lahore airport and a second at Faisalabad railway station. On 14th August 1996 12 SSP activists were gunned down during an Independence Rally by unidentified gunmen. By end August Punjab had been engulfed in sectarian violence, Shias and Sunnis were being gunned down in broad daylight. The political and security situation worsened by the murder of Murtaza Bhutto and reinstatement of Manzoor Wattoo as Chief Minister of Punjab. The country seemed in a political and economic turmoil with violence erupting throughout the country. At the same time, out of blue Ataullah Mengal returned from his self-imposed exile.
While everyone was busy with the current crisis a team of agents working directly under Rehman Malik were gathering information on Kahuta and A.Q. Khan. Beginning November 1996 ISI saw an increase in Indian troops movement, which finally sent alarm bells ringing through the echelons of Rawalpindi and Islamabad.
Suddenly, all the pieces fell in place and Ghulam Asghar and Rehman Malik’s shenanigans seemed a lot deeper than mere money grabbing tactics. By fourth of November a thick load of evidence had been gathered on Ghulam Asghar and Rehman Malik working with the consent of Asif Ali Zardari towards gathering information on the progress of Pakistan’s nuclear program.
On 5th November 1996, Farooq Leghari dissolved Benazir Bhutto’s government. At the other side of the border, this caused the immediate visit of Israeli naval chief Vice-Admiral Alex Tal to India. Back at home, Ghulam Asghar and Rehman Malik were imprisoned on undisclosed charges. Pakistan had narrowly escaped the storm that was brewing in its mists.

    Second Wave

In February 1997, Indian Defence Secretary T. K. Banerji led a high level defence delegation to Israel to discuss the “exchange of technology” between two countries. Other than the official purpose the most important topic was Pakistan’s nuclear program. By the end of the visit the two countries had decided to do “whatever” it takes to neutralize the threat.
In March next year the BJP won Indian elections and one of the immediate policies adopted was to tackle Pakistan’s nuclear issue by any means possible. With such enthusiastic approach the government even decided to take the most extreme measures if needed. In the next two months the official and diplomatic delegations between India and Israel came to a halt, however, there was a sudden rise in non-diplomatic delegations between the two countries. The last official visit was of Gen. Prakash Malik to Israel in March 1998, who was also the first serving Indian Chief of Army Staff to visit Israel since normalization. In April 1998 two out-of-the ordinary incidents happened. Air India announced its discontinuation of Tel Aviv flight on 1 April 1998 and early April the Confederation of Indian Industry announced an unplanned “Study Mission” to Israel. This was the prelude to the second wave which officially started on 11th May 1998 when India exploded its nuclear bombs.

    Night of 27-28 May

Pakistan resisted testing its nuclear bombs for nearly two weeks until 27th May 1998. On 27 May 1998 in a top level meeting Lt. Gen. [[[Naseem Rana]] (DG ISIP briefed the Prime Minister Nawaz Sharif and army chief of the increasing intelligence reports of possible Indian attack on Pakistan’s nuclear installations. However, the panic this created was nothing compared to the next two meetings. The first report pertained to the sighting of an unidentified F-16 aircraft at the periphery of Pakistan’s airspace on 27th May. Knowing India did not have F-16, the obvious suggestion was presence of Israeli Air Force in the area (especially with the reports of Indian COAS visiting Israel just a month ago). And the second report coming just before 1am on 28th May recorded unusual movements of Indian aircrafts just across the border which suggested India was preparing for preventive airstrikes against Pakistan. The obvious response of nuclear tests on 28th May.
The tests confirmed once and for all that Pakistan has nuclear capability.

    Deduction

It seemed probable that BJP Government had decided to fire its nuclear bombs to force Pakistan into test firing its – if it has any. After a delay of two weeks, doubts had started rising in nearly every analytical discourse that Pakistan did not have the nuclear capability otherwise it would have responded. This was the golden opportunity to take out Pakistan/Pakistan’s nuclear installations before that Pakistan got the capability. The important visit of Indian COAS to Israel in March – in the light of proceeding events – could only be regarding Israel’s support for the planned attack. Whatever, the reasons and aims, the end result was establishment of Pakistan as a nuclear state, which completely changed the Great Nuclear Game.

    Third Wave

Pakistan’s test firing of nuclear bombs was a shock for the rest of the world. No one expected, in the first place for Pakistan to have the capability and secondly to fire them if it had. For India and Israel, who were two top most interested parties in destroying Pakistan’s nuclear assets, this meant a complete overhaul of their strategy.
A year later Indian National Security Adviser Brajesh Mishra came to meet Barak in September 1999 and this time he was accompanied with a familiar face – Alok Tiwari. Within a year, Alok Tiwari and another security analyst finalized a document based on their discussion the preceding year.
In June 2000 L. K. Advani visited Israel in which new deals related to Mossad and Shabak espionage and cooperation with R&AW are finalized and as a result Israel was allowed to establish its own network to operate from India. Also, L.K. Advani discussed Pakistan’s nuclear program and coordination between the two countries on an operation for disarming Pakistan. During the visit, Alok Tiwari’s report was also discussed.
By July 2000 a heavy deployment of Israeli agents in Indian Occupied Kashmir was reported. Near the end of 2000 Israel’s top intelligence officers were reported to have visited India and discussed amongst other issues, Kashmir and Pakistan’s nuclear assets. One of the meetings on the agenda was regarding the report Alok Tilwar had prepared which had gone through considerable changes in Israel. By the end of the visit the top spies of the two country had agreed to cooperate on the operation detailed inside the thick volume titled: “Operation Blue Tulsi”.

    Operation Blue Tulsi: Preparation

We do not know what is written inside the report Operation BlueTulsi. But we can ascertain some of it by the events it had led to beginning 2001. Preparation for the mega Operation Blue Tulsi began fervently in early 2001. By mid 2001 eyebrows were being raised over R&AW and Mossad’s cooperation and in July 2001 Janes Information Group reported that RAW and Mossad are cooperating to infiltrate Pakistan to target important religious and military personalities, journalists, judges, lawyers and bureaucrats. In addition, bombs would be exploded in trains, railway stations, bridges, bus stations, cinemas, hotels and mosques of rival Islamic sects to incite sectarianism. At the same time the Balouchistan Liberation Army rose out of dead like a second incarnation and Balach Marri a Moscow graduate declares himself as the leader of BLA. Within weeks in Balochistan numerous training camps sprouted with each camp reported to be training up to a 100 militants. Intelligence of RAW, Mossad and CIA agents operating in Balochistan started coming in.
In mid 2001 reports appeared that Special Operations Division of Mossad, also known as Metsada, specializing in assassinations and sabotage have been based in India since May 2001 to train RAW operatives and Mossad and Shin Bet or Shabak were operating a number of teams in Indian Held Kashmir and were also operating a delicate spy network from Indian soil. In July 2001 RAW increased its budget for Indian consulates in Afghanistan by nearly 10 times.
Within days after Sep 11, a story was leaked into press that Pakistan is dismantling and spreading its nuclear assets to safer places implying that it would be much more difficult to pinpoint them and much more easier for extremists to get hold of. These news stories were shortly followed by another piece on 28 October 2001 which stated that Pentagon was looking into plans to dispatch an elite unit into the Pakistan to disarm its nuclear arsenal. The special unit which was trained to slip into foreign countries to ferret out and disarm nuclear weapons and operated under Pentagon control with CIA assistance and would be getting special help from Israel’s Sayeret Matkal also known as Unit 262.
On 22 December 2001 C. Raja Mohan wrote, “There is a growing belief in New Delhi that the time has come to call Pakistan’s nuclear bluff. If it does not, India places itself in permanent vulnerability to cross-border terrorism from Pakistan… India is now confronted with the possibility that its restraint in the face of nuclear escalation is taken as a fundamental weakness. India must deal with the possible assessment in Pakistan that its nuclear capability has foreclosed all conventional military options.” Same time at the other side of the globe Prof. Stephen P Cohen was saying, “South Asia may have reached a point where the two countries (India and Pakistan) are really bent on hurting each other one way or another and it may be time to consider more unilateral, more forceful American steps – diplomatically and economically forceful – to get compliance from India and Pakistan separately on some vital concerns. Clearly, we may have reached a point where the peace process is simply too little, too late, and we may have to turn to other forms of diplomacy.”
These two writers one from US and other from India very implicitly had voiced their respective governments’ policies towards Pakistan’s nuclear assets.
In December 2001 Indian PM, Atal Bihari Vajpayee, while addressing the parliament said, “the question was not whether there should be or should not be a war, [the question was] under what circumstances there will be war … and whether there will be a war.”
Of course the underlying message was, whether India should attack a nuclear armed country or a country which has lost its nuclear capabilities.
In December 2001 Benazir Bhutto while visiting India said in her interviews, “President, Gen. Pervez Musharraf, as an army general, had planned the Kargil invasion in Jammu and Kashmir while I was the Prime Minister.” Later she also said, “Pakistan army as an institution had brought back Osama bin Laden”.
This rhetoric of Benazir Bhutto was perfectly in line with the agreement signed by US and India in 2002. Late in 2002 US and India signed an agreement on cooperation in disarming Pakistan’s nuclear assets and the two player offensive team of OperationBlueTulsi found a third partner in the form of CIA. As a result of this deal Abdullah Mehsud was freed from Guantanamo Bay and returned to Pakistan with millions in cash.
Benazir Bhutto’s statements in India were the major reason Pervez Musharraf’s declaration of Benazir Bhutto as a “security risk” during a chat with Pakistan’s leading editors and correspondents in April 2002. Pakistani security agencies already had a great deal of intelligence regarding Benazir Bhutto, Asif Zardari and Rehman Malik’s involvement with Mossad and India in 1995-96 and their collaboration against Pakistan’s nuclear assets.
In January 2002 under orders from L. K. Advani R&AW and other intelligence agencies submited a detailed report on military options for solving Kashmir issue and in case of a full-fledged war, for neutralizing Pakistan’s nuclear assets. One major outcome of the report was creation of Defence Intelligence Agency (DIA) in March 2002 with the authority to conduct external operations supported by a huge budget.
Also, a Lawyers’ Struggle surfaced in October 2003 under the leadership of Hamid Ali Khan (now drowned under the infamous Lawyers’ Movement). The first prominent protest of the “struggle” was held on 15 October 2003 in which the President of the Supreme Court Bar Association (SCBA) Hamid Ali Khan said, “Musharraf’s very presence within the army and holding of other important offices and Shaikh Riaz Ahmad’s continuation as chief justice after his retirement are undoubtedly illegal and unconstitutional… Let’s think collectively, move forward collectively and act collectively to outs usurper generals and judges (who had collaborated with Pervez Musharraf including Iftikhar Muhammad Chaudhry). However, like a B-grade movie twist, four years later Iftikhar Chaudry becomes the hero to these same lawyers who wanted to oust him. Like a script from past, this protest had followed a “Long March”. And the “struggle” then moved to other cities one by one asking Musharraf, Riaz Ahamad and among others Iftikhar Chaudhry’s removal from office. At this point along with Hamid Ali Khan, Kazim Khan was at the forefront. Lacking the charisma and cunning of their successors, assassination of a leader, and shortage of “unlimited” billions of rupees their names and their Lawyers’ Struggles has been confined to the dusty pages of history with their names ascribed against the words, “traitors”. Also, there is no evidence to support that assassination attempts on Pervez Musharraf were somehow related to the timing of the Lawyers’ Struggle. (See: Black Revolution: Pakistan’s Lawyers Movement: The Bush Administration’s Last Color Revolution)
By mid 2004 the government had ample evidence that BLA and some Baloch leaders were conspiring against the government, aided by foreign countries.
On 13th August 2004 the Chief Minister of Baluchistan, Jam Muhammad Yousaf is quoted by The Herald (Sep 2004-Karachi): “Indian secret services (RAW) are maintaining 40 terrorist camps all over the Baluch territory”. While this was happening on ground, there was talk of “Peace Talks” everywhere in the air. And Jan Muhammad Jamali had become a laughing stock of the media for his suggestion of foreign agents operating in Balochistan, which despite the ground facts forcefully opposed such thoughts.
However, he was already too late. The preparation for the Operation Blue Tulsi were nearly complete and the Government of Pakistan had wasted all opportunities for stopping the inevitable.

    Operation Blue Tulsi: Start

1st January 2005 was the starting date. The local agents got the signal and the operation started with the ominous rape of a female doctor in Sui on 2nd January 2005. As expected the incident created headlines all round and culprits not being found created a much supported backlash. This was shortly followed by rocketing of gas installation at Sui on 7th January which put a hole in Pakistan’s gas supply for nearly a week.
2005 was a busy year with Baloch terrorists continuously creating havoc in Balochistan and adjacent areas and ended with assassination attempts on Musharraf in December. After President Gen Pervez Musharraf escapes a rocket attack on his life in December 2005 and the Inspector General Frontier Corps survives an assassination attempt, Navtej Sarna, the Indian External Affairs Ministry’s spokesman said, “The Government of India has been watching with concern the spiralling violence in Balochistan and the heavy military action, including use of helicopter gun-ships and jet fighters by the Government of Pakistan to quell it… We hope the Government of Pakistan will exercise restraint and take recourse to peaceful discussions to address the grievances of the people of Balochistan”.
The Indian Government had realized that the two assassination attempts would surely result in backfire on the Indian assets in Balochistan, which it needed to safeguard for its final aim, especially Akbar Bugti. Just as suspected, the Government of Pakistan intensifies its operation against Baloch militants.
And in April 2006 Government of Balochistan is setup with its offices in Jerusalem under Azaad Khan Baloch. In a laughingly stupid mistake, Azaad Khan Baloch who is representing Balochis of Pakistan decided to spell his name according to Hindi transliteration with double “a” in Az”aa”d, rather than a single “a” as used in Pakistan, i.e. Azad. Or more probable, “Azad Khan Baloch” is not a Pakistani.
Meanwhile in Balochistan the government operation against Akbar Bugti intensified who took shelter in the rugged mountain range and coordinated the activities of his militants from there. Ultimately the military found him and during the process of capture Akbar Bugti died because of cave-roof collapse on 26 August 2006. (See: The Story of Bugti’s Death)
This proved a minor setback in the overall plans. However, beginning 2007 events in the country took a completely different turn. Starting March 2007, every incident occurring in the country was tied to the aim of ousting Pervez Musharraf, including the much profitable Lawyers’ Movement. Intelligence agencies were having a field-day bringing in pile after pile of reports proving involvement of CIA, RAW, Mossad and MI6 towards Musharraf’s ouster. True to some extent but unlike analyzed, ouster of Pervez Musharraf was just one milestone towards the main goal, which every agency completely missed. Thus, all their efforts went into controlling the situation to secure Musharraf, while in the backdrop, silently the wheels kept turning. While Punjab, Sindh, Balochistan were burning Swat was sitting quietly, unnoticed and out of radar. Within a period of few months, the numbers of “Pakistani Taliban” in Swat surged and just as well their ammunition, latest military equipment a country like Pakistan would dream of. A portion of this ended up in the ill-fated Lal Masjid. While intelligence and military were busy keeping Musharraf’s seat safe in Pakistan, a new political game started in UAE. Rehman Malik enthusiastically started pursuing the goal of National Reconciliation Ordinance. He became instrumental in the final deal between Benazir Bhutto, US and Pervez Musharraf and NRO. Since Benazir Bhutto did not have much to lose without NRO she was never very interested in it. That was the reason two options were thrown at Musharraf, i.e. either eliminating the two term condition or NRO. Rehman Malik on the other hand was vehemently pursuing NRO, as of the three (Asif Ali Zardari, Benazir Bhutto and Rehman Malik) the Government of Pakistan only had clear evidence against Rehman Malik and it was enough to put him in jail for life (i.e. involvement in espionage and working with Mossad and RAW). However, at that point no one knew the real motivations of Rehman Malik other than that he was working to get the path clear for Benazir’s return. Amazingly, FBI also was putting its weight behind NRO rather than eliminating the two term condition. While, if US had really wanted Benazir Bhutto as Prime Minister of Pakistan, logic dictates that they would want the two term condition eliminated to assure her easy succession to the premiership. It needs to be noted here that Rehman Malik had also tried to do a similar deal in 2005, which never materialized. This time it did.
Near the end of 2007, intelligence and military were convinced that a conspiracy had been hatched in the country with the sole aim of removing Musharraf from power. Assassination of Benazir Bhutto, simultaneous rioting throughout the country, terrorist activities occurring in every province had considerable similarities to the Bush Administration backed Color Revolutions. In order to keep Musharraf in power the government kept giving into one demand after the other. As a result Rehman Malik becomes head of Interior Ministry, Yusuf Raza Gilani becomes the Prime Minister of Pakistan and sweeping changes are made in the security and intelligence community. Still, the government saw the war finally over when in one move Gilani puts ISI under Interior Minister on 27 July 2008. Until that time ISI and top brass had thought all Rehman Malik wanted was to get-rid of extremist elements from ISI and Pakistan’s establishment.
It was the end of July 2008 when the alarm bells started ringing again in the high echelons. Intelligence machinery went into extra high gear and millions later it came back with the name: Operation Blue Tulsi.

    Operation Blue Tulsi: the Revelation

The Establishment, only now realized the full extent of the operation which they had been witnessing since the beginning of 2000. More worryingly, the current operation had eerily similar modus operandi to the 1995-96 debacle – which left the country tethering onto its nuclear assets – just that this time it was vastly more sophisticated and greater in size. In matter of hours the priorities changed. Keeping Pervez Musharraf in power suddenly paled in comparison to the real threat. As the agencies reopened recent reports, reading them in the light of newest finding all the pieces fell in place. It was a disastrous lapse on behalf of the multibillion dollar strong organizations. Overnight the report was prepared and the summary was sent to President Pervez Musharraf next morning.
In 1995-96 India came up with a plan to destroy Pakistan’s nuclear facilities before that Pakistan developed a nuclear capability. The plan was prepared by a RAW agent Alok Tiwari (who has recently been compromised). At that time Mossad was already active in Pakistan and once it heard about the project for elimination of Pakistan’s nuclear facilities jumped in by first streamlining the project further and then using its assets in Pakistan. Somewhere in early 1996 the operation was given go-ahead. At that point FIA Director General Ghulam Asghar and his ADG Rehman Malik in a deal with India and Israel were hunting down Pakistan based Kashmiri and Arab militants. These two proved to be the front line in the operation and when contacted by Indian agents fully agreed to supply all the necessary information regarding Kahuta and A. Q. Khan’s operations. Towards mid 96 demonstrations and chaos erupted throughout the country. The aim was to destabilize the country enough that when the two confirmed Pakistan did not have any nuclear capabilities India would go-ahead with all out assault. General Jehangir Karamat who was already weary of the two chaps and Asif Ali Zardari’s complicity took immediate action and Benazir Bhutto’s government was dissolved. The duo of Asghar and Malik and Zardari had already come into military’s radar the year before when they tried to lure General Abdul Wahed Kakar.
Then five years later, Alok Tiwari submited an updated version of his older report. Israel was again consulted and this time L. K. Advani vehemently pursued it. Towards the end of 2000 a delegation of top Mossad brass visited India and the combined operation titled: Operation Blue Tulsi was finalized and put into operation which had only one aim:

Destroy Pakistan’s nuclear assets followed by its Balkanization.

    Approach:

    1. Resurrect Baloch insurgency. Pakistan was fine with it, as it had thirty years of experience with it, starting with the Afghan-Soviet War.
    2. Buy officials in military, bureaucracy, politics and law. ISI was fine with it, as it had sixty years of experience in dealing with traitors.
    3. Plant agents in top positions in Taliban, FATA and NWFP. A shocker for everyone.
Taliban were the foster child of ISI and the agency had no contingency for enemy agents in top positions. The best option they came up with was to buy back the agents with more money and as a result they were deceived time and again and again. Top on the list, Baitullah Mehsud. The twenty million dollars he got in suitcases was one of the stupidest moves in the world espionage history and ISI top brass to this day are vengefully pursuing him.

    Milestones:

    1. Friendly political government. Asif Zardari in place, Aslam Raisani in Balochistan (though first choice Akbar Bugti unfortunately dead, MQM’s omnipresence in Sindh, Fazlur Rehman and ANP in NWFP)
    2. Friendly judiciay. Iftikhar Chaudhry, Munir A. Malik, Atizaz Ahsan
    3. Friendly secretaries. ??
    4. Friendly Civil Society. Ansar Burney, Asma Jehangir
    5. Friendly Generals. ??
    6. Unrest in NWFP and immediate threat of Taliban taking control of Islamabad. Back in 2002 US had agreed with India that if ever Pakistan seemed to destabilize or falling into the hands of extremists, it would help India in destroying Pakistan’s nuclear capabilities. The situation they agreed upon is well defined by the Pakistani media’s current theme song of “Taliban are coming to Islamabad”

    Immediate Countermeasures

By August 2008 the operation was too deep rooted and it was clear if attention was diverted towards saving Musharraf there was more than a probability of loosing nuclear capability in near future. With Musharraf gone, ISI estimated a window of opportunity of 18 to 20 months before either Taliban or Asif Zardari with his shenanigans destabilized Pakistan. In the greater interest Musharraf decided to step down peacefully. ( See: Musharraf Era Performance & Musharraf’s Pakistan Had True Potential)

    Operation Blue Tulsi: In Operation

Musharraf stepped down and Asif Ali Zardari took over, but by then the order had been sent and the agents in Swat Valley and FATA who had been preparing for the day for the last eight years launched an all out assault on the military with a single aim of destabilizing Pakistan. In the eventful month of December 2007 Baitullah Mehsud had already announced officially the formation of Tehrik-i-Taliban Pakistan. Although right after the victory of PPP Baitullah Mehsud has negotiated peace with the government which led to the great debacle of US$ 20 million by August 2008 he was again involved with the military in a full on battle. ISI and military by this time had realized the foremost importance of ridding the Taliban off foreign agents and assets by any means and costs.
At one end Pakistan military still is trying to safeguard its own assets while tracing out and eliminating foreign agents, while at the other end US is trying its best to safeguard its prime asset of Baitullah Meshud who had taken over after the death of Abullah Mehsud. Until very recently, there had been not a single drone attack on Baitullah Mehsud, while ISI aligned Taliban had been bombed repeatedly, as a result of which many have turned their backs against Pakistan. Only in the recent months four drone attacks on Baitullah Mehsud’s territory have been reported.

    Operation Blue Tulsi and Future

Currently the entire country is gripped by the ongoing operations of military against the Taliban. Media which once championed itself as the sympathizers of the Taliban and were chanting “Taliban are coming to Islamabad” have suddenly changed their tunes, especially after being declared by the Taliban as kafirs and thus “killable”.
The economy is in doldrums and corruption is rampantly high but the top brass knows Pakistan is first and for Pakistan nuclear assets come first. Thus, until the country is cleansed of all the foreign agents in FATA and Taliban, the military and intelligence has only one goal, to stop Operation Blue Tulsi at this stage, making sure it never goes into Phase TWO – attacking and destroying Pakistan’s nuclear assets because extremist elements have destabilized Pakistan.

This Is Why Pakistan Can Never Go Down

Pakistan means the “The Land Of The Pure” where each day the sun renews a centuries old oath with the land of the brave conquerors, the descendents of some of the world’s most warrior nations that also gave the region art, science, culture, and music.  A land where love finds a meaning in the heart-warming hospitability of the people, a land where history and ancient civilization mystifies one’s heart, a land where spiritualism unveils its mystery at the shrines of Sufi saints who conquer Central Asia and South Asia with a message of love, tolerance and pride.  Pakistan is the modern-day expression of a long line of unique Muslim dynasties that ruled this region for the past millennium. They were unique people who mastered the art of living and war.  The Pakistanis, with the diverse migrations of their ancestors, are a martial people who descended from the Aryans, Turks, Arabs, Persians, and Indians. Today the nation might be facing immense challenges. But they will always overcome them.

Americans Dressed as Afghans Caught With Illegal Weapons and Explosives

    October 28, 2009

ISLAMABAD – FOUR American citizens were caught red-handed by Capital Police in the early hours of Tuesday for photographing sensitive buildings. All four were dressed in traditional Afghan outfits and were found to be in possession of illegal weapons and explosives
According to details, police personnel deployed here at Nawaz Chowk, sector F-8, intercepted two suspicious vehicles in the early hours of Tuesday. During the search, police recovered weapons from their custody. The riders of these vehicles were found to be American citizens. They were all dressed as Afghans.
The number plates on both vehicles (IDM 2030 & LG 501) were found to be fake. The police personnel called for backup when the Americans refused to allow them to search the car. High Ranking Capital Police officials reached the site within minutes and had the vehicles searched, recovering 2 M-16A1 rifles, 2 handguns and 2 hand-grenades.
The police held the American citizens in custody for an hour before the Interior Ministry interefered and had them released without charge even as preliminary investigation was being carried out.

Interior Ministry Covering Up For US Mercenaries And Terrorists

October 28, 2009 In 2005, Iraqi Police arrested and locked up TWO British operatives in Basra who were dressed in local Arab gear, shooting at innocent civilians in a busy market with automatic rifles and driving a vehicle laden with explosives, intended to go off in the middle of the busy market. British tanks tore into the prison and rescued both these men. In Pakistan, it seems all the Americans need to do is make a call to the Interior Ministry and have their terrorists released.

    PKKH Editorial
There have been several incidents during the last few months of foreigners carrying illegal arms in the federal capital. Some foreigners were found not only carrying illegal weapons, but also threatening, harassing and frightening the public in Islamabad. The law enforcement agencies have been particularly efficient in tightening security measures around the city as a response to citizen complaints.
15304659_dec9999702In the most recent incident, four American nationals who were disguised as Afghans were caught with illegal arms on Tuesday at a posh sector of Islamabad inhabited mostly by senior Pakistani diplomats and politicians. The police personnel intercepted two suspicious vehicles and recovered illegal weapons from in posession of the Americans in both vehicles.
The Americans were also seen taking photographs of buildings around the area while some videos of sensitive locations in Islamabad were also found with them. During the preliminary investigation, the Americans falsely claimed that they were US Marines – and were taken to the police station for further investigation. After the personal intervention of those high up in the Interior Ministry, the Americans were allowed to leave without being charged. Some sources disclose that the US Embassy officials intervened in the matter by contacting higher-ups of Pakistan’s Interior Ministry and had the culprits freed.
The Interior ministry, when approached for comments on this story, affirmed once again that there existed no law in Pakistan that might allow any foreigner or diplomat, including Americans, to move on busy roads of federal capital with illegal arms.
It was not the first incident of such kind in the Federal Capital where foreigners were picked up by police for posession of illegal arms. It has become almost a norm that police intercepts foreigners violating national laws including posession of illegal weapons, and are freed after Pakistani “influentials” come to their rescue.
Some days ago, police officials deployed at a security check post in Islamabad stopped two Dutch personnel and recovered sophisticated weapons including hand grenades, bombs, and sophisticated guns from their custody. The police lodged a formal complaint, however, no action was initiated on directions of Interior Ministry and the matter was hushed.
William Ven and Tomas Smith were the two Dutch men caught roaming around with sophisticated weapons, bombs and hand grenades in a blue BMW, registered number of which was IDL 4191. Sources on the condition of anonymity reveal that both officials were working for the notorious Blackwater Co. (Xe) and were almost certainly out on an assassination mission, target of which is still unknown. Sunny Christopher, a U.S. embassy official who was following the blue BMW was out there to provide cover.
Before the security agencies could confirm their connection with Blackwater (Xe), the interior ministry again came to their rescue and saying that the men were ‘Dutch embassy officials’ – which appears to be an attempt to cover up Blackwater’s questionable activities on the media. During the past few weeks the local media had been particularly vocal on the Blackwater issue and this incident would have further fueled calls for action against the various US-linked private security companies operating on Pakistan soil involved in suspicious activities. What’s not so surprising is that no probe was done with the alleged ‘Dutch diplomats’ and no explanation or apology was offered.
Both dutch men were released a while later after the U.S. embassy intervened, and were put on the next flight out of Islamabad immediately.
What is particularly alarming is that such incidents continue to occur in the nation’s very own capital city while government in their attempts to temporarily ‘settle’ the matter issues hollow statements. Federal Interior Minister Rehman Malik, has stated on many occasions that no foreigner would be allowed to carry illegal arms. “The violators would be dealt with an iron hand,” he adds.
However the Americans have relentlessly continue to violate the the law of the land and no iron hand strikes – and in fact the violators are given a safe passage each time.

RED ALERT : Nabbed with illegal arms again

    October 28, 2009

ISLAMABAD – Once again, 4 American nationals were caught red-handed by Capital Police in the wee hours of Tuesday when they were carrying weapons publicly. However, they managed to secure release and continue their journey to a mysterious destination, sources informed.
According to details, police personnel deployed here at Nawaz Chowk, sector F-8, intercepted two suspicious vehicles in the wee hours of Tuesday. During the search, police recovered weapons from their custody. The riders of these vehicles were found, once again, to be American nationals.
To the surprise of many, the Americans were allowed to go along with their arms after an anonymous call that the officer in command at police picket received at the same time when preliminary investigation were being carried out from the foreigners.
Though it is not clear who asked the police to let the Americans go, sources revealed that US Embassy officials came into action swiftly and got their nationals freed after contacting high-ups of Pakistan’s Interior Ministry.
When contacted, Foreign Office spokesman told TheNation that there existed no law in Pakistan that might allow any foreigner or diplomat, including Americans, to move on busy roads of capital with illegal arms.
Talking to TheNation, the Spokesperson of US Embassy Richard Snelsire said he was unaware about the incident.
Following Tuesday’s incident, a wave of anger, fear and uncertainty has been felt across the federal capital. It was not the first incident of such kind in the Federal Capital wherein foreigners were nabbed by police for keeping illegal arms. It has been observed that in a number of incidents police intercepted foreigners including American diplomats cruising busy roads of Islamabad carrying sophisticated arms and let them free after interception of ‘hidden hands’.
Some days ago, police officials deployed at a picket intercepted two Dutch diplomats and recovered sophisticated weapons including hand grenades from their possession. The police lodged a formal complaint, however, no such action was initiated in repeated cases of US diplomats and nationals who were allowed to go.
Following the incident, Federal Interior Minister Rehman Malik also stated that no foreigner would be allowed to carry illegal arms with him/her. “The violators would be dealt with an iron hand,” he added.
However, Americans were found violating the law of the land and to the surprise of the Minister himself, violators were given a safe passage every time.

    Blackwater arms warehouse in Capital?

    October 26, 2009

ISLAMABAD – Kestral Logistics, a warehouse located in the industrial area of Sector I-9/3, and involved in arms trading, is working as the subcontractor of US security company, Xe Worldwide (Blackwater), TheNation has learnt.
The sources claimed that the company had arms deals with Blackwater and was importing heavy arms as well as ammunition for the US company for its ongoing illicit operations in Pakistan.
The sources said that Kestral Logistics was also involved in importing sensitive monitoring instruments for Blackwater, which had been installed at Sihala by the said security company to monitor activities of Khan Research Laboratories (KRL), Kahuta, as well as to keep an eye on the nuclear assets of Pakistan.
It has been learnt that Col (Retd) Shahid Latif and Mujahid, who run Kestral Logistics, manage weapons and such type of sensitive instruments for Blackwater with the support of US Embassy.
This scribe visited the industrial area himself and the suspicious activities of the warehouse employees made it quite evident that the company was involved in some extra-legal business. The warehouse has high walls, barbed wires and no signboard outside the boundary wall, making the activities of the house more doubtful.
Heavy security of the building was also witnessed as scores of security guards were deployed inside and on the main gate of the building. It is pertinent to mention here that even the people working in plainclothes inside the building were equipped with sophisticated weapons.
When the warehouse in charge was asked what kind of business they were running inside the building, he refused to answer, saying “I am not authorised to answer such type of questions” The people of the area were ignorant of the activities of the company and were also curious to know that what type of business activities were being done inside the building?
It is surprising that when the local police was contacted to know that if they had any information about the business activities of the company, the police was also unaware about that.
Habit Khan, additional SHO of Industrial Area Police Station said that the police was already conducting a survey about the complete details of business activities of all the warehouses of that area but he had no information about such activities of any warehouse involved in weapons’ trading business so far.

Special Report: US Embassy Personnel Caught Spying On Pakistani Nukes

    October 26, 2009
    Special Report
    Saturday, 24 October 2009.
ISLAMABAD, Pakistan—Pakistani authorities have enough evidence that implicates US diplomats and trainers in spying on Kahuta, one of the prime nuclear facilities in the country.
What is stunning for most Pakistanis is that elements in the elected government, and especially the Interior Ministry, appear to be facilitating the Americans despite protests from police and intelligence officials.
The issue brings into question, once again, the role of Federal Interior Minister Rehman Malik.  A trail of internal ministry documents sharply bring Mr. Malik’s role into focus, especially in a case where his ministry appears to have permitted US defense contractors to conduct suspicious activities on Pakistani soil without informing Pakistani intelligence agencies.  Those activities have included allowing at least one US defense contractor to conduct a large scale recruitment of retired Pakistani military officers.
In 2003, the government of former president Pervez Musharraf allowed the Americans to establish a police training facility within the police college at Sihala, a few kilometers away from the Khan Research Laboratories, one of Pakistan’s premier nuclear research centers.
In a report titled, US Spying On Kahuta Since 2003, Pakistan’s The Nation newspaper revealed the following on Oct. 23:

Despite the fact that Americans have been permanently housed near Pakistani nuclear installations at Kahuta since 2003 in the guise of imparting training at the Police College Sihala, neither the military nor the PPP regime has dared to dislodge them.  According to reliable sources, the PPP government paid no attention at all to the hue and cry raised by senior police officials against the dubious movements and installation of the American trainers.  It has been learnt that some senior police officials have been continuously raising questions about the quality of training courses being offered by the Americans to the senior police recruits.  These officials say that Pakistani police trainers could impart much better training than that the Americans.  But the government turned a deaf ear to all these concerns of senior police officials and made no efforts to close the American training base allegedly involved in monitoring Pakistani nuclear activities.
Several senior police officials are asking, on condition of anonymity, that even if this training by the Americans was necessary, why had this very sensitive area been chosen and why this training has continued, risking the secrecy and sensitivity of nuclear installations of Pakistan. They were of the view that the Americans had no interest in the area except the intention to monitor the activities at the Khan Research Lab in Kahuta.

The Commandant Police Training College Sihala, Mr. Nasir Khan Durrani, wrote a letter on Aug. 15 to senior Pakistani police officers drawing their attention to the suspicious activities of American ‘trainers’ at Sihala.  Mr. Durrani is widely respected within the officer corps of Pakistan’s police service.  Some of his ideas, like Rescue 15, were implemented nationwide.
Durrani’s letter was not without basis.  In his report, titled, Agency wants survey of site to assess equipment, Mr. Ansar Abbasi, editor investigations at The News International, revealed that there was some evidence that radiation measurement equipment has been installed by the Americans at the training facility.  He reported that US diplomats have been caught making frequent visits to the facility, attempting at one point to get into the high security perimeter around Kahuta. Amazingly, someone from FIA, the interior minister’s former employer and a lead civilian spy agency, helped release the arrested American diplomats.
An excerpt from Mr. Abbasi’s report:

Pakistani authorities suspect that Americans involved in training of the Punjab Police at the Sihala Police College may have been involved in espionage near the Kahuta nuclear site located close by. However, US diplomats strongly deny this.
A credible government source said at least one Pakistani security agency has clearly indicated in its report submitted to the government that the Americans might have installed radiation detection devices at their Anti-Terrorism Assistance Programme (ATAP) camp situated in the college to monitor activities in the Kahuta nuclear site.
“Concerned authorities may be asked for a joint survey of the ATAP Camp by incorporating technical experts to assess if any interception equipment to detect radioactive rays has been installed or not,” the report said.
The report also revealed that following US pressure, the Ministry of Interior vide its letter number 1/41/2003-Police dated June 29 also granted a no objection certificate (NoC) for import of explosive material by the office of the ATAP.
Like the case of Inter-Risk, now banned, the Interior Ministry issued the NoC for the import of explosives without getting any security clearance from the intelligence agencies.
Interestingly, initially the Interior Ministry decided to issue the NoC but it was subject to clearance by two intelligence agencies — the ISI and the IB — which sought clarification about the quantity and type of explosive and detail of courses.
Consequently, the Sihala College administration was approached, which sought details from the ATAP camp. But instead of providing the details, Robert A Clark and Bob of the ATAP Camp contacted the US embassy, which used its influence and managed to get the NoC bypassing the rules.
The ATAP base camp is located just nine kilometres away from the Khan Research Laboratories (KRL) and housed within the premises of the Sihala college but even the commandant of the college is not allowed to go there. Of late, the US embassy wanted additional space apparently for training purposes but the Punjab government refused to oblige the Americans.
Top authorities in the Punjab government also confirmed to The News that US Ambassador Anne Patterson not only personally met Chief Minister Punjab Shahbaz Sharif but also wrote to him requesting for additional space at the Sihala college.
They offered additional training to the Punjab Police in the field of firearms and raids. “But we politely refused to offer any additional space,” the source confided to The News, admitting that serious questions are being raised about the presence and conduct of US trainers already present at the Sihala college. A senior spokesman for the Punjab, when approached, confirmed this.
Interestingly, in the last several months no training course for the police officials has been conducted by the ATAP at the college, but American’s presence is well pronounced. Commander of the police academy Nasir Khan Durrani also formally wrote to the top authorities in the Punjab to express his concerns over the activities of the ATAP officials.
Sources also said that US embassy officials were also found visiting the camp quite regularly. They revealed that two Americans working at the Sihala ATAP Camp along with four other Americans of the US embassy were intercepted near Kahuta in July 2009 by security officials of the KRL.
They were detained for 2-3 hours as they could not satisfy the KRL security personnel regarding their visit to the sensitive region.
However, a retired assistant director of the FIA, working with Americans at the ATAP Camp, was sent to take them back who, introducing himself as an FIA officer, freed the Americans and took them back to the camp. The sources disclosed that those Americans along with Pakistani staff riding on 4×4 vehicle, tried to trespass into the restricted area of Kahuta.
The Interior Ministry spokesman was not available to offer any comment on suspected spying of the country’s nuclear programme by Americans or to explain why the Interior Ministry issued an NoC to the Americans for the import of explosive material without getting clearance from security agencies.
The Interior Ministry spokesman, Rashid Mazari, never returns any call from The News. He was contacted by different staffers of The News Investigative Wing during recent weeks but he never responded.

The suspicions of Mr. Durrani, Commandant Police Training College Sihala, turn out to be legitimate.  Mr. Durrani might have expected to be rewarded for keeping a vigil on the country’s vital interests.  To his surprise, instead of a citation, Mr. Durrani was reprimanded by the Federal Interior Ministry.
On Oct. 22, The Nation published a report whose title, Rehman Malik Defends US interests, warns Durrani, said it all.
    Excerpt:
The Interior Ministry is browbeating the Commandant Police Training College Sihala as to why he has written a letter to the Punjab, Inspector General of Police (IGP), expressing his concerns over the presence of US security officials in the premises of the institute, the sources told TheNation.
Sources privy to the developments said that the Ministry was annoyed with Nasir Khan Durrani, Commandant Police Training College Sihala as to why he had written a letter to IGP seeking clarification from the Interior Ministry and Foreign Office about the terms and conditions of US security officials’ presence as well as the duration of their stay in the college premises.
The sources said that the Ministry had expressed its displeasure over the action of Commandant and in its reply to the IGP it was stated that the matter could have been discussed verbally and there was no need to write about it.
According to Ministry sources, the Interior Minister, Rehman Malik in his harsh reply to the IGP made it clear that US security officials would not be relocated from the centre and directed him to hush up the matter and stop propagating against it, otherwise Durrani would have to face the music.
The Ministry was also critical of leakage of such sensitive and confidential information to media and directed the IGP to keep secrecy of such sensitive matters in the larger interest of the state, the sources further disclosed.
Nasir Khan Durrani had written a letter to IGP on 15th of August that on the concurrence of Interior Ministry, US security officials were using the site which was part of the college and now it had become a “no go” area for the college administration.
In the letter, it was also said that high explosive material was stored within the premises of the site under the possession of US personnel, which was a security risk for the trainees of the college.
It is pertinent to mention here that Kahuta Research Laboratories (KRL) are only a few kilometres away from the Sihala College and it is suspected that Americans had installed sensitive monitoring equipments to monitor the activities of KRL.
The spokesman and Public Relations Officer (PRO) of the Ministry were contacted for comments; the spokesman was not available for comments while PRO replied that he was admitted in the hospital and thus unable to comment on the issue.
The US Embassy in Islamabad, under a new policy of aggressively countering what it alleges to be ‘anti-Americanism’, responded to these accusations but conveniently kept silent on the alarming incident of the arrest of US diplomats in July as they tried to survey the area around Kahuta.
Evidence is piling up that the present ‘elected’ government in Islamabad is racing against time to plant enough Americans inside Pakistan to counter the Pakistani military and the country’s strong intelligence setup. [See the video US Terror In Pakistan]
On Oct. 20, The Nation ran a story titled, Blackwater arms warehouse in Capital? . The report began as follows:
Kestral Logistics, a warehouse located in the industrial area of Sector I-9/3, and involved in arms trading, is working as the subcontractor of US security company, Xe Worldwide (Blackwater), TheNation has learnt.
Kestral is run by a former Pakistani military officer.  Another officer was arrested last month and his license cancelled after his security firm imported illegal weapons into the country with the help of the US Embassy in Islamabad.
The US public opinion is told that anti-Americanism is on the rise in Pakistan but US government officials and the US media keeps mum on these suspicious activities inside Pakistan that are feeding the sudden rise in opposition to American presence.
No one is demanding severing ties with Washington.  We need them and they need us.  The question is: Why can’t Pakistan conduct its business with the United States on the basis of respect, non-interference, and mutual benefit.  That is much better than the client-state model that former president Musharraf and the current pro-American Pakistani democrats are pursuing.

EXCLUSIVE VIDEO: American Militia Outpost In Islamabad

    October 26, 2009
EXCLUSIVE VIDEO: See How Americans Are Setting Up Secret Military Outposts Just Outside The Pakistani Capital
This is a secret training center 40 kilometers from Islamabad [see the video], set up by a private US security firm.  It is camouflaged by a billboard that reads, ‘Automobile repair workshop’.  US military and government are using this facility to recruit and train retired Pakistani military officers. They are used to create private militias and to spy on the Pakistani military.  In recent weeks, a large number of plainclothes armed Americans have spread terror on the streets of the federal Pakistani capital, allowed by the pro-US ‘democratic’ government to enter the country without the knowledge of the concerned security authorities.
40 km from Islamabad is this secret training facility set up by the US embassy & private security firms that recruit retired Pakistani officers to create militias and spy on the Pakistani military and ISI. The pro-US ‘democratic’ government has issues scores of visas to US mercenaries to enter Pakistan without informing security officials. This is how Pakistan is being turned into Iraq and Afghanistan.

ISLAMABAD, Pakistan—Some thirty kilometers from the heart of the Pakistani capital is a creepy structure that stands in the middle of an industrial estate.  The billboard outside says it is an ‘auto repair shop’.  But no workshop in the area – and there are plenty – is quite like this one: high walls that block the view to the inside, military-style barbed wires surrounding adorning the high walls, a security tower, the kind you find at the headquarters of a police service or an intelligence agency.
On the way to Rawat, ask people about such a place and mention the words ‘Americans’, ‘private’, and ‘military training’ and you will be surprised that most know about it but are quiet.
It is claimed that the structure had something to do with the US defense contractor DynCorp.  The US ambassador sought a special permission from the Interior Ministry to allow this company to provide ’security services’ anywhere in Pakistan.  The owner of a Pakistani security firm, retired Capt. Ali Zaidi, who is a partner of DynCorp, was arrested this week after a huge cache of illegal weapons were found stashed in his offices in the heart of the high-security zone in the federal capital.  Mr. Zaidi and the American security firm were reportedly recruiting retired Pakistani military officers to work for the US military, in what is tantamount to creating an indirect US military presence inside Pakistan.
This eerie structure that I visited today along with a television crew to get a sense of the place is reportedly one of those places where military training was imparted to the Pakistani recruits.  But the place appeared pretty much in the hands of the people representing the American security firm, as the US diplomat arrogantly insisted in front of Pakistani reporters. This happens despite the arrest of Mr. Zaidi and the controversy over whether the Interior Ministry cancelled DynCorp’s and its Pakistani partner’s license [Ministry says it did and US diplomat Gerald Fierestein insisted in a press conference on Thursday that it did not].
When approaching the building, people in the area said we need to be careful because, according to this account, a group of TV journalists was harassed by persons coming out of the building a few days ago and that they tried to snatch the cameras and drag the journalists inside.  ‘It’s good you told us before going there,’ one of the people in the area said, as my team and I prepared to head for the creepy building.  ‘At least we’ll know if you disappeared mysteriously.’
As I left after satisfying my curiosity, I felt sorry because here we are, in late 2009, witnessing the early signs of what appears to be a repeat of what I personally saw in Iraq in 2003 and 2004, and then in Afghanistan from 2004 and until now.  And despite all the warnings of scores of concerned Pakistanis, here we are watching the American mess, corruption and strategic failure rearing its head in the heart of Pakistan.

Driving Zionist Agenda: Corrupt Feudal Politicians Push Pakistan To The Edge

    Pushing Pak Military To Revolt?

The Kerry-Lugar-Berman Big Bribe will go into the usual pockets.  In return, the ‘democratic’ Pakistani government is permitting Washington to secretly create a small mercenary army inside Pakistan.  Arrogant US diplomats and complicit politicians in government are pushing the Pakistani military to the point of revolt.

WASHINGTON, D.C.— Official Washington watches in mounting alarm and confusion as Pakistan spins out of control.
The US-led war in Afghanistan has now poured over into Pakistan, bringing that nation of 167 million close to civil war.
Bombings and shootings are rocking Pakistan’s northwest regions, including a brazen attack on army HQ in Rawalpindi and repeated bombings of Lahore and Peshawar. Pakistan’s army has launched a major offensive against rebellious Pashtun tribes in South Waziristan.

Meanwhile, the weak, deeply unpopular government of Asif Zardari that was engineered into power by the US faces an increasingly rancorous confrontation with its own military. Like the proverbial bull in the china shop, the Obama administration and US Congress chose this explosive time to try to impose yet another layer of American control over Pakistan – just as Nobel peace prize winner Barack Obama appears likely to send thousands more US troops to Afghanistan.

Tragically, US policy in the Muslim world continues to be driven by imperial arrogance, profound ignorance, and special interest groups. The current Kerry-Lugar-Berman bill approved by Congress and signed by Obama is ham-fisted dollar diplomacy at its worst.

Pakistan, bankrupted by corruption and feudal landlords, is being offered US$7.5 billion over five years. Washington claims there are no strings attached. Except, of course, that the US wants to build a mammoth new embassy for 1,000 personnel in Islamabad, the second largest after its giant fortress-embassy in Baghdad. New diplomatic personnel are needed, claims Washington, to monitor the US$7.5 billion in aid. So a small army of US mercenaries is being brought in to protect US “interests”. New US military bases will open. Most of the billions in new aid will go right into the pockets of the pro-western ruling establishment, about 1% of the population. Washington has been also demanding veto power over promotions in Pakistan’s armed forces and intelligence agency, ISI. This crude attempt to take control of Pakistan’s proud, 617,000-man military and intelligence service has enraged its armed forces. It’s all part of Washington’s “Afpak” strategy to clamp tighter control over restive Pakistan and make use its armed forces and intelligence agents in Afghanistan. The other key US objective is seizing control of Pakistan’s nuclear arsenal, the cornerstone of its national defence against much more powerful India. Welcome, Pakistan, to the American Raj. However, 90% of Pakistanis oppose the US-led war in Afghanistan, and see Taliban and its allies as national resistance to western occupation. Alarmingly, violent attacks on Pakistan’s government are coming not only from once autonomous Pashtun tribes (wrongly called “Taliban”) in Northwest Frontier Province, but, increasingly, in the biggest province, Punjab. Recently, the US Ambassador in Islamabad, in a fit of imperial arrogance, actually called for air attacks on Pashtun leaders in Quetta, capital of Pakistan’s restive Baluchistan province. Washington does not even bother to ask the Islamabad government’s permission to launch air attacks inside Pakistan, only informing it afterwards.
The Kerry-Lugar-Berman Big Bribe comes as many irate Pakistanis accuse President Asif Ali Zardari’s government of being American hirelings. Zardari, widower of Benazir Bhutto, has been dogged for decades by corruption charges. Washington seems unaware of the fury its crude, counter-productive policies have whipped up in Pakistan. The Obama administration listens to Washington-based pro-Israel neo-conservatives, military hawks, and “experts” who tell it what it wants to hear, not the facts. Pakistan’s military, the nation’s premier institution, is being pushed to the point of revolt. Against the backdrop of bombings and shootings come rumours the heads of Pakistan’s armed forces and intelligence may be replaced. Pakistanis are calling for the removal of the Zardari regime’s strongman, Interior Minister Rehman Malik. The possibility of a military coup against the Zardari regime grows. But Pakistan is dependent on US money, and fears India. Can its generals afford to break with patron Washington?

US-NATO Military Agenda: The Destabilization of Pakistan

    October 25, 2009
    Global Research, April 17, 2009
    Author’s note:

In an article published in December 2007, following the assassination of Benazir Bhutto, I suggested that the US-NATO course for Pakistan consisted ”in  fomenting social, ethnic and factional divisions and political fragmentation, including the territorial breakup of Pakistan.”
Recent developments (including the aerial bombardments of Pakistani villages under the auspices of the “war on terrorism”) indelibly point to a broadening of the Afghan war theater, which now encompasses parts of Pakistan. The underlying tendency is towards an Afghan-Pakistani war.
    Michel Chossudovsky, April 17, 2009

Excerpts of the December 2007 Article
Already in 2005, a report by the US National Intelligence Council and the CIA forecast a “Yugoslav-like fate” for Pakistan “in a decade with the country riven by civil war, bloodshed and inter-provincial rivalries, as seen recently in Balochistan.” (Energy Compass, 2 March 2005). According to the NIC-CIA,  Pakistan is slated to become a “failed state” by 2015, “as it would be affected by civil war, complete Talibanisation and struggle for control of its nuclear weapons”. (Quoted by former Pakistan High Commissioner to UK, Wajid Shamsul Hasan, Times of India, 13 February 2005):

“Nascent democratic reforms will produce little change in the face of opposition from an entrenched political elite and radical Islamic parties. In a climate of continuing domestic turmoil, the Central government’s control probably will be reduced to the Punjabi heartland and the economic hub of Karachi,” the former diplomat quoted the NIC-CIA report as saying.
Expressing apprehension, Hasan asked, “are our military rulers working on a similar agenda or something that has been laid out for them in the various assessment reports over the years by the National Intelligence Council in joint collaboration with CIA?” (Ibid)
Continuity, characterized by the dominant role of the Pakistani military and intelligence has been scrapped in favor of political breakup and balkanization. According to the NIC-CIA scenario, which Washington intends to carry out: “Pakistan will not recover easily from decades of political and economic mismanagement, divisive policies, lawlessness, corruption and ethnic friction,” (Ibid) .
This US agenda for Pakistan is similar to that applied throughout the broader Middle East Central Asian region. US strategy, supported by covert intelligence operations, consists in triggering ethnic and religious strife, abetting and financing secessionist movements while also weakening the institutions of the central government.

The broader objective is to fracture the Nation State and redraw the borders of Iraq, Iran, Syria, Afghanistan and Pakistan.
