The foreigners affiliated with the notorious private military contractor Blackwater, whose security company Blackwater was later renamed as Xe Services LLC, arrived in Islamabad on Tuesday through a PIA flight, sources told TheNation.
“Of the 274 passengers, who boarded Pakistan’s national flag carrier-PIA, flight PK-786 from Heathrow Airport UK, 202 were foreigners but they were fluently speaking Urdu language,” disclosed the sources.
The officials on duty at Shaheed Benazir International Airport Islamabad said, “We had instructions to allow the foreigners entry without custom procedure.”
The sources said that the plane reached the Islamabad airport at 4:08am, and they had received the official instructions from the authorities not to inspect any of them and clear them immediately from the airport.
An official of PIA confirmed that the PIA flight PK-786 from Heathrow reached Islamabad at its destination at 04:08 am and said that the plane had the capacity of 358 passengers but total 274 passengers travelled on the flight.
He declined to comment the presence of large number of foreigners in the flight saying that they had no information in this regard.
Former Chief of Army Staff Mirza Aslam Beg claimed that former President Pervez Musharraf had given Blackwater the green signal to carry out its terrorist operations in the cities of Islamabad, Rawalpindi, Peshawar and Quetta.
He also claimed that the Blackwater was directly involved in the murder of Benazir Bhutto and Lebanese Rafiq Hariri.
According to the New York Times August 20, 2009 report by Mark Mazzetti, the Central Intelligence Agency in 2004 hired contractors from the private security contractor Blackwater USA as part of a secret programme to locate and assassinate top operatives of Al-Qaeda.
“It has also drawn a controversy. Blackwater employees hired to guard American diplomats in Iraq were accused of using excessive force on several occasions, including shootings in Baghdad in 2007 in which 17 civilians were killed. Iraqi officials have since refused to give the company an operating licence.”
“Several current and former government officials interviewed for this article spoke only on the condition of anonymity because they were discussing details of a still classified programme,” the NYT reported.

ISLAMABAD, Pakistan—Two distinct sketches are emerging of what happened in Pakistan’s largest province –Balochistan— over the past ten days.

The three murdered Pakistani Baloch political activists were in contact with Pakistani security and intelligence officials during the negotiations to release John Solecki, an American citizen and U.N. official. The three were also in contact with U.S. diplomats, U.N. officials, and with the kidnappers. In fact, the three politicians were considered to be part of the political front of the terrorist-insurgent movement that has its logistical, financial, and military bases in Afghanistan, built with generous funding over the past five years after the American occupation of that country.

So there is no question that Pakistan’s security agencies were in direct contact with the three politicians. Before their murder, the terrorists-separatists did not dare publicize their presence and actions and relied on sporadic violence to spread terror and create media impact. The triple murder changed everything. It gave these separatist and terrorist elements an opportunity for the first time to publicly display their anti-Pakistan activities. In a tribal society like that of the Pakistani Baloch, controlled by a handful of tribal bosses through intimidation, brutality and economic control, the majority succumbed to the terror.

But who murdered the three local politicians?

The following report is based on firsthand information of what transpired between April 4 and April 9, five days that give the clearest insight yet into the wider battle in and around Pakistan.


What is beyond doubt is that Mr. Solecki was kidnapped by terrorists trained and financed by Brahamdagh Bugti, a grandson of the late politician-turned-terrorist Akbar Bugti. [Mr. Bugti was a smalltime village thug who murdered his cousins and relatives, stole their lands and exiled them to other parts of Pakistan. He got lucky when huge reservoirs of natural gas were found in the lands under his forced control. Mr. Bugti received a fortune every year from the federal government as ‘royalty’ for selling the gas. For three decades, his village lived in abject poverty as Mr. Bugti refused to allow the government to build schools or allow the poor villagers to improve their lifestyles. Mr. Bugti spent the money on building and maintaining a small army, a chain of underground prisons and on defending himself against his numerous enemies. After the occupation of Afghanistan, it is believed that the Indians and the Americans sold him on the idea that he could launch a war for an independent country. He apparently received strong guarantees that he will be supported and protected by the United States and India in case of an angry Pakistani reaction, which encouraged him to go to extremes. An advanced insurgency infrastructure complete with printed material in Urdu and English, audio and video tapes and propaganda in local dialects was prepared inside Afghanistan and smuggled to Pakistan. Mr. Bugti launched the war in January 2005, with massive supply of weapons and money. He died almost two years later when his own cousins backed by the Pakistani government stormed into his stronghold and seized their lands and forced him to flee to the mountains.]

Brahamdagh was last sighted in Kabul. Indian intelligence agents posing as diplomats in the Afghan capital are some of his most frequent visitors. The Indian diplomacy and intelligence have been keen since 2002 on finding ways to drive a wedge between Washington and Islamabad. India’s diplomatic actions in this regard are well known but the British and the American media have been silent on growing evidence of Indian covert activities in Afghanistan under an American nod.

One of the earliest Indian actions in Afghanistan after 2002 included acting as a spoiler, poisoning the minds of U.S. military commanders on the ground regarding Pakistan. One of the most common tactics has been to identify and penetrate groups of Afghan resistance fighters and then indirectly goad them into attacking the Americans and leaving behind evidence pointing the finger at Pakistan. Similarly, there have been attacks inside Pakistan where evidence was left behind implicating U.S. intelligence operatives to mislead Pakistani investigators.


One line of thinking in the current Pakistani investigation into the murder of the three politicians is that there is a high probability that the Indians initially encouraged Brahamdagh to kidnap Solecki to add new tensions to the frail Pak-American relationship. That was the original plan. The U.S. media would jump on the story as another example of anti-Americanism in Pakistan and embarrass the Pakistani government and military. The upshot for Brahamdagh would be more international news coverage.

That was apparently the original plan. What Brahamdagh and his handlers did not expect is that the kidnapping would backfire and blow the cover of the terrorists and their links all the way inside Afghanistan.

Immediately after Solecki’s kidnap, the Pakistani authorities wasted no time in reminding the Americans of the information that Pakistan shared at the highest levels with the United States in July 2008 about Indian activities inside Afghanistan. Adm. Mullen and Deputy Director of the Central Intelligence Agency Stephen R. Kappes were shown irrefutable evidence on how the Indians were using Brahamdagh right under the nose of the U.S. military in Afghanistan.

In February 2009, after kidnapping Solecki, Brahamdagh’s men and his backers tried to create the impression that there are many separatist groups backing his cause. The first demand made by the kidnappers was to release Pakistani Baloch women detained by security forces. This turned out to be an outright lie. Prisons in the entire province and other parts of Pakistan were checked and it was confirmed there was not a single Pakistani Baloch woman in jail or detention. No one had registered any case of missing Pakistani Baloch women as the separatist propaganda from Afghanistan alleged. The elected provincial government of Balochistan, which is considered to be sympathetic to the separatist tribal chiefs including Brahamdagh, was allowed access to all parts of the Pakistani security establishment – civilian and military – to ascertain this fact. This proved a blessing in disguise. One of the most lethal propaganda tools exploited by Brahamdagh Bugti and his backers was proven false.

In the initial days after Solecki’s kidnapping, some of the Baloch tribal chieftains sympathetic to Brahamdagh and his grandfather [and equally corrupt and tyrannical like him] tried to mislead Washington and the U.N. against Pakistan by suggesting that Pakistani intelligence agencies were behind the kidnapping of Solecki.

But the Pakistani government moved quickly to turn the tables on the terrorists and their Afghan-based masters.

On Feb. 27, 2009, Frontier Corps Chief Maj. Gen. Saleem Nawaz told reporters in Quetta that all the four major separatist groups that release statements to the media don’t even exist. “Organizations like the Balochistan Liberation United Front, the Baloch Liberation Army, the Baloch Republican Party, and the Baloch Republican Army are one and the same. Brahamdagh Bugti is behind these organizations,” he said. “Brahamdagh is involved in a series of kidnappings, targeted killings, sabotage and attacks on forces and installations in different parts of the province.”

None of these groups existed before the Americans came to Afghanistan in 2001.

So the writing was clear on the wall for the Pakistanis, the United Nations and the United States that the Indians at some level were involved in kidnapping Mr. Solecki through Brahamdagh Bugti and their recruits inside Pakistan and that individuals based in U.S.-run Afghanistan issued the orders for the kidnap.

But did Pakistani intelligence agencies kill the three politicians who helped release Solecki?

The timeline here is very important:

  1. 4 April 2009: Mr. Solecki is released by the terrorists after receiving a huge payment worth several million dollars.
  1. 6-7 April 2009: Mr. Richard Holbrooke receives the biggest cold shoulder any senior U.S. official has received on Pakistani soil since 9/11.

  1. 9 April 2009: The mutilated bodies of the three politicians are found dumped in a public area.

Pakistani police, security and intelligence organizations are not beginners in their fields. Even if any one of them were to kill the three activists, no one would have dumped the bodies in full public view and certainly never after a high profile hostage negotiation involving the three murdered activists where they also interacted with U.N. and U.S. officials.

The truth is that the three murdered Pakistani Baloch politicians had become a political liability and a security risk for Brahamdagh Bugti and a threat to his entire infrastructure of terror inside Pakistan. The three had developed a good working relationship with Pakistani security officials during hostage negotiations. Brahamdagh and his handlers knew that the three were in direct contact with Pakistani security officials and could compromise the security of the terrorist activity and the routes of secret funding from across the border and the terrorist hideouts inside Pakistan.

Mounting evidence indicates that Brahamdagh or his handlers in Afghanistan ordered the elimination of the three Baloch politicians. The triple murder has clearly served the interest of the separatists-terrorists and their backers. The Pakistani state has been a net loser.


After Mr. Holbrooke’s failed visit to Pakistan on April 6 and 7, three things happened in fast succession.

One, Britain discovered a “very big” terrorist plot, as a British police officer described it, involving 12 Pakistani students. The British Prime Minister immediately telephoned President Zardari and threw his usual line about Pakistan needing to do more in the war against terror. The interesting part is that the Brits failed to offer any evidence to support the existence of the “very big” terrorist plot. Knowing that the charge won’t stick in the courts, London announced it was arbitrarily deporting the students.

At the same time, Indian prime minister made the startling announcement that the Afghan Taliban, who have never operated outside their country, were planning to bomb Indian elections. Again, no evidence whatsoever.

Pakistani officials smelled a rat in both of these statements coming from two close allies of the United States.

These statements, and the dramatic terrorism in Pakistan’s Balochistan province, came immediately after the dressing down that Mr. Holbrooke received in Pakistan.

Could there be an American connection to the disturbances in Balochistan in addition to the Indian connection? The answer, in my view, is yes. Balochistan has U.S. military bases dating back to 2001. Washington has been opposed to China constructing the Gwadar sea port in the province overlooking the Gulf oil supply lines. And CIA is using Pakistani Balochistan to infiltrate the Iranian province of Sistan-Balochistan and ignite a Sunni rebellion there against Iran’s religious Shia regime.

Within hours of the news that the bodies of the three Pakistani politicians were found near the Iran border, and while separatists and terrorists exploited the story to ignite violence and destroy public property, the U.S. Embassy in Islamabad released a press statement that appeared to pour fuel on fire and give the impression that Pakistan was somehow responsible for killing its own three politicians. The statement was also a blatant interference in an internal Pakistani issue where the U.S. diplomats had no business sticking their noses.

Encouraged by this unexpected support from the U.S. Embassy, some of the opportunist tribal chiefs in Balochistan who are supporting terrorism were emboldened to demand a U.N. probe, scoring a cheap point against Pakistan and implying that the state was involved in the murders.


Feudal chiefs in Pakistan, whether in Balochistan or Punjab, Sindh, and NWFP, have traditionally been protégés of the British colonial rule. While there are bright exceptions of Pakistani nationalism by some of the feudal gentry, the majority damaged the interests of Pakistan over the longer run and has generally shown little commitment or a sense of nationalism and destiny with regards to the homeland.

For the short term, Pakistan needs to register murder cases against Brahamdagh Bugti and other terrorists. They should be charged of murdering the poor Pakistani Baloch driver who accompanied Mr. John Solecki’s. The driver was killed in cold blood by Brahamdagh’s terrorists.

The issue of Balochistan is part of a wider problem facing a failed Pakistani political system led by failed feudal politicians. This system needs to be changed and de-politicized to focus on economic development and providing opportunities to Pakistani citizens.

Ethnic-based provinces need to be abolished and existing districts converted into provinces with their own directly elected governors and local parliaments and development budgets. This way Pakistani politics will be localized and prevented from becoming a source of constant headache and destabilization for the state.

This change cannot come through democracy and requires a period of technocratic government backed by the military in the background and tasked with strictly executing a list of urgent political and administrative reforms.

The U.S. is clearly working against Pakistan’s vital security and economic interests in the region. Islamabad should declare Washington’s occupation of Afghanistan as illegal and advise the U.S. to desist from using Afghan soil to destabilize neighboring countries. Pakistan needs to immediately distance itself from the messy American agenda in Afghanistan that is fast turning Pakistan into a war zone. Islamabad should also confront the Americans and the Indians with the evidence that both are exporting terrorism into Pakistan and fostering insurgencies using the Afghan soil. Let the world know what the Americans and their Anglo-Indian poodles are doing in the region.

The synopsis of that ideology is that all of India’s neighbors are its enemies. And all of the neighbors of India’s neighbors are India’s friends. That’s why India has bad relations with Pakistan, Sri Lanka, Bangladesh, Nepal, Maldives and even Bhutan. India has always had very good relations with Afghanistan, Iran, and Russia.

Chankya ideology also states clearly that India is the super power of the region (Bharat Mata), and all its neighboring countries are its proxies or satellites. This is from where the rhetoric of regional economic bloc, regional zone and South Asian economic zone originates from.

After the Mumbai attacks India has started exerting tremendous pressure on Pakistani government. Pakistani government on the other hand has shown amazing weakness in dealing with this critical situation. This was the first time in Pakistan that the private Pakistani media countered the Indian media warfare while the state-run media (PTV+APP) were weak. Times of India, The Hindu, and other Indian newspapers had to acknowledge that the Indian media onslaught was ripped apart by Pakistani media. Sadly, as always, Pakistan has lost ground at the diplomatic front. This has been Pakistan’s failure since Tashkent Agreement. This is because of our incompetent and corrupt governments. India has cornered us diplomatically, and is pressurizing us militarily. They enjoy the sympathies of U.S. and the rest of the world.

What are the main objectives of India, Israel, and U.S.?

With regards to Pakistan, these three countries form a nexus. They want to finish off our nuclear program, disband our eyes and ears i.e. the ISI; break Pakistan into three or four smaller parts since it is easier to govern a country with 180 million people if its broken down into smaller pieces, disband our army, make Pakistan a satellite state of India, just like Nepal or Bangladesh.

India is now a strategic ally of U.S. India is moving its troops into Afghanistan, so that it can corner Pakistan from both fronts. U.S. wants Indian troops to support its troops in Afghanistan against Taliban. The intelligence arm of any country is the nation’s first line of defense. It’s the eyes and ears without which any military force can’t function. All western and Indian propaganda against ISI is baseless and ridiculous. All officers of ISI are taken from the armed forces. There can be no political appointee. Whereas the Indian RAW has political appointees. The Hindu fundamentalist government of BJP back in the 1990s inducted political appointees into RAW en masse. If ISI is disbanded Pakistan will become an easy target for Indian military. The important thing to keep in mind for all the Pakistani peaceniks, pacifists, and candle light vigilantes and artists like Sameena Pirzada and others is that the peace process between India and Pakistan only started after Pakistan became a declared nuclear power. That is when India understood that war between two nuclear power countries is no longer an option. That’s when confidence building measures, trade links, cultural exchanges, sports, took place. As long as Pakistan was not a declared nuclear weapon state India maintained a threatening attitude towards Pakistan. Without nuclear weapons I can say confidently that India will leave no chance to annihilate us.

The problem with Western experts on South Asia is that they don’t understand the dynamics of Pakistan-India conflict. The root cause of conflict between Pakistan and India is Kashmir. Without the resolution of this conflict permanent peace between India and Pakistan cannot be achieved. There is peace in Europe today because they have resolved their problems and disputes and all countries treat each other with equal respect. Not to forget that two brutal world wars were fought in Europe that completely devastated Europe. After such devastation Europe got together and realized that mutual peace is must for coexistence. Peace between two countries can only be on equal terms. The U.S and Soviet Union were able to co-exist because both had nuclear weapons. If Pakistan is destabilized then it’s not possible that India will remain intact and enjoy exponential growth rates.

When experts come on TV and say that extremists on both sides don’t want peace, this is utter rubbish. Only extremists in India don’t want peace with Pakistan! Why? Because in order for Pakistan and India to have lasting peace, Kashmir dispute must be resolved according to the wishes of the Kashmiri people. Does anyone in Pakistan not want resolution of Kashmir dispute? No. Is there anyone in India who doesn’t want resolution of Kashmir? Yes, their military establishment, their foreign policy establishment, BJP led extremist parties, and a majority of the Indian people. Why do they not want the resolution of Kashmir dispute? Firstly, they call it their internal issue and say it is our ‘Atut Ang’ [integral part]. Secondly, there are so many independence movements going on inside India that they can’t afford setting an example of Kashmiri independence. Recall that India functions on Bharat Mata ideology and they will never give up Kashmir. Everyone in Pakistan is ready to resolve the Kashmir dispute so it’s baseless to say that hawkish elements in Pakistan do not want good relations with India. RSS, Bajrang Dal, Shiv Sena, and even members of BJP have openly said again and again that Pakistan must be destroyed. These are not just small groups; these parties have formed governments in India.

The Cabinet Secretariat Research and Analysis Wing [RAW], India’s most powerful intelligence agency, is India’s external intelligence agency. RAW has become an effective instrument of India’s national power, and has assumed a significant role in formulating India’s domestic and foreign policies. RAW has engaged in disinformation campaigns, espionage and sabotage against Pakistan and other neighboring countries. RAW has enjoyed the backing of successive Indian governments in these efforts. Working directly under the Prime Minister, the structure, rank, pay and perks of the Research & Analysis Wing are kept secret from Parliament.
Current policy debates in India have generally failed to focus on the relative priority given by RAW to activities directed against India’s neighbors versus attention to domestic affairs to safeguard India’s security and territorial integrity. The RAW has had limited success in dealing with separatist movements in Manipur and Tripura in the northeast, Tamil Nadu in the south, and Punjab and Kashmir in the northwestern part of the country. Indian sources allege the CIA has penetrated freedom fighters in Kashmir and started activities in Kerala, Karnataka, and other places, along with conducting economic and industrial espionage activities in New Delhi.
In 1968 India established this special branch of its intelligence service specifically targeted on Pakistan. The formation of RAW was based on the belief that Pakistan was supplying weapons to Sikh terrorists, and providing shelter and training to the guerrillas in Pakistan. Pakistan has accused the Research and Analysis Wing of sponsoring sabotage in Punjab, where RAW is alleged to have supported the Seraiki movement, providing financial support to promote its activities in Pakistan and organizing an International Seraiki Conference in Delhi in November-December 1993. RAW has an extensive network of agents and anti-government elements within Pakistan, including dissident elements from various sectarian and ethnic groups of Sindh and Punjab. Published reports allege that as many as 35,000 RAW agents have entered Pakistan between 1983-93, with 12,000 are working in Sindh, 10000 in Punjab 8000 in North West Frontier Province and 5000 in Balochistan. As many as 40 terrorist training camps at Rajasthan, East Punjab, Held Kashmir, Uttar Pradesh and other parts of India are run by the RAW’s Special Service Bureau (SSB).
Throughout the Afghan War RAW was responsible for the planning and execution of terrorist activities in Pakistan to deter Pakistan from support of Afghan liberation movement against India’s ally, the Soviet Union. The assistance provided to RAW by the KGB enabled RAW to arrange terrorist attacks in Pakistani cities throughout the Afghan War. The defeat of the Soviet Union in Afghanistan did not end the role of RAW in Pakistan, with reports that suggest that India has established a training camp in the town of Qadian, in East Punjab, where non-Muslim Pakistanis are trained for terrorist activities. Pakistani Prime Minister Nawaz Sharif has blamed India for funding the current upsurge of terrorism in Pakistan, and senior ministers have blamed the Research and Analysis Wing for the sectarian violence between Shias and Sunnis which has resulted in thousands of deaths every year.
The Government of Pakistan frequently assigns responsibility for terrorist activity to the Indian Government, even when no evidence can be verified. It is evidently in the interest of the Pakistani government to blame terrorist actions on external rather than internal sources, just as it would be in the interest of Indian services to obscure their hand in such actions. Terrorist activities in Pakistan attributed to the clandestine activities of Indian and Afghan intelligence agencies include:

  • A car bomb explosion in Saddar area of Peshawar on 21 December 1995 caused the deaths of 37 persons and injured over 50 others.
  • An explosion at Shaukat Khanum Hospital on 14 April 1996, claimed the lives of seven persons and injured to over 34 others.
  • A bus traveling from Lahore to Sahiwal was blown up at Bhai Pheru on 28 April 1996, causing the deaths of 44 persons on the spot and injuring 30 others.
  • An explosion in a bus near the Sheikhupura hospital killed 9 persons and injured 29 others on 08 May 1996.
  • An explosion near Alam chowk, Gujranwala on 10 June 1996 killed 3 persons and injured 11 others.
  • A bomb exploded on a bus on GT Road near Kharian on 10 June 1996, killing 2 persons and injuring 10 others.
  • On 27 June 1996, an explosion opposite Madrassah Faizul Islam, Faizabad, Rawalpindi, killed 5 persons and injured over 50 others.
  • A bomb explosion in the Faisalabad railway station passenger lounge on 08 July 1996 killed 3 persons and injured 20 others.

RAW has responded to Pakistani arms and training for Muslim militants in the disputed region of Kashmir state. RAW allegedly executed a hijacking of an Indian Airliner to Lahore in 1971 which was attributed to the Kashmiris, to give a terrorist dimension to the Kashmiri national movement. However soon the extent of RAW’s involvement was made public.
RAW has a long history of activity in Bangladesh, supporting both secular forces and the area’s Hindu minority. The involvement of RAW in East Pakistan is said to date from the 1960s, when RAW promoted dissatisfaction against Pakistan in East Pakistan, including funding Mujibur Rahmanh’s general election in 1970 and providing training and arming the Mukti Bahini.
During the course of its investigation the Jain Commission received testimony on the official Indian support to the various Sri Lankan Tamil armed groups in Tamil Nadu. From 1981, RAW and the Intelligence Bureau established a network of as many as 30 training bases for these groups in India. Centers were also established at the high-security military installation of Chakrata, near Dehra Dun, and in the Ramakrishna Puram area of New Delhi. This clandestine support to the Liberation Tigers of Tamil Eelam (LTTE), some of whom were on the payroll of RAW, was later suspended. Starting in late 1986 the Research and Analysis Wing focused surveillance on the LTTE which was expanding ties with Tamil Nadu separatist groups. Rajiv Gandhi sought to establish good relations with the LTTE, even after the Indian Peace Keeping Force [IPKF] experience in Sri Lanka. But the Indian intelligence community failed to accurately assess the character of the LTTE and its orientation India and its political leaders. The LTTE assassination of Rajiv Gandhi was apparently motivated by fears of a possible re-induction of the Indian Peace Keeping Force (IPKF) in Sri Lanka and a crackdown on the LTTE network in Tamil Nadu.
The RAW and the Ministry of External Affairs are provided Rs 25 crore annually as “discretionary grants” for foreign influence operations. These funds have supported organisations fighting Sikh and Kashmiri separatists in the UK, Canada and the US. An extensive network of Indian operatives is controlled by the Indian Embassy in Washington DC. The Indian embassy’s covert activities are reported to include the infitration of US long distance telephone carriers by Indian operatives, with access to all kinds of information, to r blackmail relatives of US residents living in India. In 1996 an Indian diplomat was implicated in a scandal over illegal funding of political candidates in the US. Under US law foreign nationals are prohibited from contributing to federal elections. The US District Court in Baltimore sentenced Lalit H Gadhia, a naturalised US citizen of Indian origin, to three months imprisonment. Gadhia had confessed that he worked as a conduit between the Indian Embassy and various Indian-American organisations for funnelling campaign contributions to influence US lawmakers. Over $46,000 from the Indian Embassy was distributed among 20 Congressional candidates. The source of the cash used by Gadhia was Devendra Singh, a RAW official assigned to the Indian Embassy in Washington. Illicit campaign money received in 1995 went to Democratic candidates including Sens. Charles S. Robb (D-Va.), Paul S. Sarbanes (D -Md.) and Reps. Benjamin L. Cardin (D-Md.) and Steny H. Hoyer (D-Md.).
